Role purpose:

  • Have responsibility for the provision of sufficient, best quality, resources to meet the needs of the children, families and populations of North Lincolnshire who are cared for by the Council or who are entitled to leaving care accommodation.
  • Building on a new relationship with neighborhoods and communities founded on enablement, you will drive forward an integrated offer for children and families across both the Council and partnerships.
  • Be accountable and responsible for ensuring that we achieve our outcomes and help set the tone for our agile organisation.
  • Take definitive action, lead and develop talent and promote reciprocal accountability across the relevant functional area and the Council.
  • Deputise for the Assistant Director Children’s Standards and Regulation exercising decision making on behalf of the Council commensurate with the scheme of delegations.
  • Deliver transformation across the functional area to improve efficiency, value for money, and achieve new ways of working.
  • Design and implement service delivery solutions to ensure the achievement of targets set out in the Council Plan.
  • Ensure all statutory and regulatory obligations are met and related to the functional areas, remain safe and robust.
  • Ensure that North Lincolnshire maximises opportunities and aligns strategic priorities for national and local policy.
  • Provide evaluation and assurance of risk to support strategic, organisational, and operational responsibilities to children and families.
  • Work with partners, including schools, to develop promote the best outcomes for children in line with the accountabilities of the post.

 

Requirements of the Head of Provider Services:

  • Qualified Social Worker and registered with Social Work England with the ability to demonstrate ongoing continued professional development, having credibility in one or more relevant area.
  • Level 5 management qualification, or equivalent knowledge, skills and experience with a willingness to work towards a formal qualification.
  • Extensive knowledge, experience and understanding of the needs of vulnerable children, families and populations including children in care.
  • Enhanced understanding of statutory functions in relation to the provision of sufficient and high-quality care provision to achieve the best outcomes for children.
  • Knowledge and understanding of the framework of central government priorities and policy guidance, local partner ambitions and political aspirations, and able to communicate these in clear messages to key stakeholders.
  • Knowledge and understanding of relevant regulatory frameworks and requirements including in relation to children in care sufficiency and youth justice.
  • Understanding of the relevant legal, commercial, political, operational and social aspects of a diverse and complex environment.
  • Ability to promote partnership working across statutory frameworks to achieve the best outcomes for children and their families.
  • Ability to manage and provide leadership and direction in relation to the children in care population.
  • Able to evaluate and manage organisational, and operational risk in relation to the Council’s responsibilities to children and families.
  • Understanding and experience of promoting voice and engagement with children and their families
