Pay Rate: £450 per day

Contract: Locum, 3-Months

Hours: Full-time. The post holder may be required to work evenings, weekends and occasional public holidays, in order to meet the needs of all service users and stakeholders.

Duties:

  • Serve as the primary point of contact for providing performance management guidance and advice to the Director, Assistant Directors, and Heads of Service, consulting with key internal stakeholders and external partners, such as central government, regional groups, and other councils.
  • Lead the development and implementation of a robust Adult Social Care performance management framework, ensuring compliance with statutory and regulatory requirements, national policies, and local priorities.
  • Drive the creation and execution of a continuous improvement strategy that aligns with the department’s goals and values, including planning and delivering key external assessments, such as CQC inspections, peer reviews, statutory returns, and other emerging priorities.
  • Oversee the timely delivery of data-driven analysis and reports for Members, the Director, Assistant Directors, and Heads of Service, and lead the Department’s Improvement Board activities.
  • Lead the development and maintenance of departmental strategies, policies, and procedures, including service planning and the equalities framework, while coordinating contributions to corporate strategies and key performance indicators.
  • Collaborate with the Management Information Team to manage and disseminate management information across the department, including the preparation of needs analyses and statutory returns.
  • Foster a learning culture by ensuring the department has a comprehensive learning and development program that meets the needs of practitioners.
  • Ensure the department is fully prepared for inspections and peer reviews, including developing self-assessments, presentations, gathering evidence, and creating case studies and improvement plans. This includes, but is not limited to, CQC and SEND inspections and reviews by other inspectorates.
  • Coordinate the department’s co-production strategy, maintaining a strong customer focus through effective communication and user feedback. Develop a comprehensive strategy for learning from service user feedback, ensuring that resident input informs key strategies and plans.
  • Champion equality, diversity, and inclusion by promoting a respectful and supportive environment where all individuals' identities and cultures are valued. Lead on the Directorate’s Equalities framework and action plan.
  • Ensure the department remains responsive to national and local public policy changes, providing relevant policy support to managers within the department.
  • Lead the development of the department’s risk management and reporting systems and represent the department on corporate boards and management groups focused on risk.
  • Perform any other duties, as needed, as directed by the Director or Assistant Directors.
  • Ensure a comprehensive understanding of the Council’s safeguarding responsibilities for children, young people, and adults and apply them within the scope of the role.
  • Contribute to the continuous improvement of services within the Borough of Hammersmith and Fulham.

Requirements of the Performance and Improvement Lead:

  • Educated to a degree level or equivalent, with a focus on public service policy, business management, or a related field.
  • Proven experience in successfully developing and managing business improvement initiatives and leading significant projects and programs within a large, multi-functional organization.
  • Demonstrated ability to apply strong analytical skills and lateral thinking to create innovative and effective service solutions.
  • Expertise in gathering, analyzing, and interpreting complex data from multiple sources to inform decision-making.
  • Ability to manage a complex and varied workload, balancing competing priorities, meeting targets, and adapting quickly to changing demands.
  • Successful track record in managing change and solving problems, with the ability to work independently and demonstrate self-motivation.
